The Rule 5 Draft is slated for Thursday ... it’s an annual draft in which each team is given the chance to select players from other organizations that have been left “unprotected”from the process. In order for players to be eligible they must have signed at age 18 or younger and have five seasons or more of service or have signed at age 19 or older and have at least four seasons of service.
There are two phases to the draft ... the major league portion exposes draft eligible players who are not on the major league 40 man roster. The minor league portion of the draft exposes draft eligible players not placed on the 38 man minor league protected list.
If a team selects a player in the major league portion of the draft they must carry the player on their active major league roster ( unless inured ) for the entire 2021 season and pay a fee of $100,000. If a team selects a player in the minor league portion of the draft they must pay $24,000 but there are no restrictions on minor league roster placement.

LHP David Parkinson : 24 years old ( will be 25 on 12/14) … 2017 12th round selection out of the University of Mississippi
I remember watching him the following spring in a live BP session on Ashburn Field where he was so precise and in command of his pitches that even the home plate umpire remarked “Wow - that was incredible” - never saw that before or since 😳
David has a four pitch mix with the changeup being his best secondary offering ... he often hits 94 on the radar with the heater and word is that had ticked up a bit - his biggest assets are determination, competitiveness and command - he can carve up an opposing batter when he’s on.
RHP Enyel De Los Santos : 24 years old ( will be 25 12/25 ) … signed 7/17/2014 by the Seattle Mainers ... acquired by Phillies in trade with San Diego for SS Freddy Galvis on 12/15/2017 ... from San Pedro De Marcoris, Dominican Republic
The FB is the strongest pitch for Enyel as he can pop the mitt in the 97-98 range, he’s also got a power slider and a change up ( good arm slot but inconsistent ). He’s an intimidating presence at 6’3” 170 ... the facial scowl he usually displays on the bump plays into that mantra.
LHP Zach Warren : 24 years old ... Drafted 14th Round - 2017 Draft - University of Tennessee.
Zach is a power arm reliever with a FB sitting 93-96 and touching higher than that. He has a plus curveball with spiking action. He pitched at Class A Clearwater in 2019 ... could become a high-leverage reliever.
LHP Jeff Singer : 27 years old ... Signed as an undrafted free agent 10/15/15 — Rutgers-Camden University
Very good 2019 season at Reading with a 7–0 record and a 2.34 ERA in 61.2 IP with 74 K’s and 22 walks … Has worked diligently at developing secondary pitches (change- up & slider) to go along with what can be a dominant FB … Deceptive delivery with a full arm extension from behind his body; hides the baseball well; ball jumps out of his hand.
LHP Jonathan Hennigan : 26 years old ... Drafted 21st Round - 2016 Draft - Texas State
3.80 ERA in 45 games ( 66.1 IP ) with 70 K’s and 34 BB between Clearwater and Reading in 2019. Jonathan sits in the 91-94 range with his FB ... big time spin and movement and has plus secondaries in a high spin rate curve and splitter/change up. Is a multi inning reliever with big league stuff.
1B/OF Darick Hall : 25 years old ... Drafted 14th Round - 2016 Draft -Dallas Baptist University.
Darick hit 76 home runs and drove in 258 runs from 2017 to 2019 .... the Phillies minor league organization’s leading run producer during that time ... very good defender at first base ... I’ve watched Darick since his first days as a pro at Williamsport, aggressive hitter, big time power ... will play in the show ... Fun Fact : he doubled as a starting pitcher in college at DBU and had a 9-3 record with 94 K’s in 97 IP.
1B/3B/OF Austin Listi : 27 years old ... Drafted 17th Round - 2017 Draft - Dallas Baptist University.
I remember a day back in February, 2019 on Roberts Field when Larry Bowa was throwing BP to Austin and Ray Burris walked by - Bowa yelled to Coach Burris ; “ Look Ray, we’ve got Bagwell ! “ ... the batting stance is similar but the leadership traits are also akin ... no one in the organization has a stronger will and work ethic ... can also flat out hit, his defensive versatility ( 1B,3B,LF and RF ) bodes well to get him to the show.
OF Jhailyn Ortiz : 22 years old ... Signed 7/10/15 - Dominican Republic.
A big fella who’s athletic, plus arm as an outfielder, primarily has played RF to date ... is quicker than many might think at first glance ... In this observer’s opinion he’s capable of sticking as an outfielder throughout his career ... has big power, the ball jumps off the bat, he’s still the only player I’ve ever seen hit a ball over the trees behind the left field fences on Roberts Field at the Complex ... needs to continue to work on pitch recognition and contact consistency.
UTL Luke Williams : 24 years old ... Drafted 3rd Round - 2015 Draft - Dana Hills HS, Dana Point, CA.
Luke played seven defensive positions in 2019 for Reading, every spot except Pitcher and Catcher ... didn’t just play each position but did very well with a minimum of nine games at each spot ... had the best offensive season of his career, after the All-Star break posted a .289/.335/.492 slash line in 256 AB’s with an OPS of .827 ... Overall he hit 30 doubles, 3 triples and 11 home runs, mostly out of the leadoff spot ... is a plus plus runner and had 30 stolen bases, also a career high.

Nicolas has played primarily second base thus far but has also seen time at shortstop, third base and the outfield. During 2020 Fall Instructs he took fly balls in right field along with grounders in the middle infield spots. I’ve always liked his game, he’s got skills and is a heady player.
IF Jose Tortolero : 20 years old ( will be 21 on 12/31 ) - 5’11” 154 - from Caracas, VZ - signed 7/2/16.
Jose missed the entire 2018 season with an injury - played 2019 in the GCL with Phillies East - 30 games - 103 AB’s ... played 2B,SS and 3B ... we saw glimpses of his potential ... has pop - hitting tools were evident first time we saw his swing ... the injury set back cost development time but he had a very good 2020 Fall Instructs Camp showing increased bat speed and hitting prowess - he played primarily 3B during the Camp.
IF Edgar Made : 20 years old ( will be 21 on 12/15 ) - 5’10” 145 - from Bani, DR - signed 7/8/16.
Edgar is a switch hitter who had his best season in 2019 playing for Phillies West in the GCL ... has played primarily second and third base but saw time in left field as well in 2020 Fall Instructs . He’s got pop ... can barrel the fastball - the ongoing test ( as it is for any hitter ) will be how he does against breaking pitches.
