10/31/25 : Annual Phillies Minor League Player Notes - Part Fifteen - Pitchers

This Phillies off-season I will continue the series “Annual Phillies Minor League Player Notes” with profiles presented in groupings by defensive positions for the players who were still part of the minor league player development program at season’s end. The notes will reflect statistics, my thoughts on each player and input from them and others as I have it. They are presented in order by position and then alphabet in groupings of players per article. Here’s Part Fifteen of the pitchers highlighting the following :

RH Brad Pacheco - 20 years old (21 on 6/9/26) - signed international free agent 5/18/23 - Bejuma, Venezuela
2025 Stats : made 12 starts (45.1 IP) with the FCL Phillies recording a 6.15 ERA with 46 K’s and 14 walks - had a rough start to his year in May where nerves played into his outings, in particular the first one (1/3 IP - seven runs). Bounced back to expectations in June (three games - 1.13 ERA, 16 IP, 19 K’s, 4 walks) and finished up with a respectable month of July - four games - 4.02 ERA - 15.2 IP, 17 K’s, 3 walks. WHIP in May was 2.41 - in June and July was 0.82, BAA in May was .394 - in June and July it was .182 - see the pattern - once he settled in pitched very well. He finished the summer throwing five side bullpens in August and two live BP’s at the complex in post season FCL camp.
2025 Notes : has a great deal of potential - was set back by injuries in 2023 and didn’t pitch in a game till 7/19/24 in the DSL - was dominant there in five appearances - 1.59 ERA in 5 starts (17 IP) with 23 K’s and just three walks. Comments from Pitching Coordinator Travis Hergert at that time were “Tons of arm speed, live, riding fastball. Has feel for the change up and has made strides with his slider. He’s a very exciting prospect and our academy staff has done a nice job getting him back on the field after some offseason health setbacks.” This summer showed a four seam fastball (92-95 mph - touched 96/97), slider, change-up, curve and sinker. I saw him pitch on three occasions in person - clean delivery - ball explodes on hitters, good movement on secondaries - strike thrower with quality stuff. Is participating in Fall High Performance Camp. Likely opens the 2026 season with the Threshers - could be a breakout performer.
RH Andrew Painter - 22 years old (23 on 4/10/26) - drafted in 1st round of the 2021 draft from Calvery Christian HS, FL
2025 Stats : began the year on a slow buildup after recovering from eventual TJ surgery that cost him both the 2023 and 2024 seasons - was activated with Clearwater on 4/11 - appeared in four games (starts) totaling 11.1 IP with a 3.97 ERA - 12 K’s, 1 walk, 0.97 WHIP. Promoted to Lehigh Valley on 5/6 where he finished the season - 22 starts - 106.2 IP, 5.40 ERA, 111 K’s, 46 walks, 1.55 WHIP. Set a new career high in appearances and innings pitched in a season - most importantly got thru the year healthy.
2025 Notes : he has top of the line major league talent - this season was a struggle for him for the first time in his pro career in regard to results however perseverance was key, he relearned mechanics, approach and mindset - to me the game results were secondary to the learning experience received. From that perspective I think it was an excellent year for him. He will likely be given a chance to compete for a big league starting rotation position in spring camp, when he’s right there’s both outstanding stuff and command precision, last summer those lagged behind, in particular the command - not uncommon for first year back TJ pitchers. He is following his normal off-season training routine and I’m confident we see pre-injury Painter next spring - the reason being is that in his last 2025 start at Lehigh Valley his four seam fastball sat in the 94-98 mph range which is where it was in 2022 prior to the elbow injury. The spin rate on his curve in 2022 was in the 2340 to 2615 RPM range - in the last LHV start it was 2470 to 2791. The slider in 2022 was in the 2465 to 2596 RPM range - this year in the last start it was 2442 to 2760. The changeup was also in similar ranges from 2022 as compared to the last start in 2025 - basically the stuff is back and with Andrew’s work ethic I have true belief that the command will follow just like it did for Mick Abel this past summer after a year of “good struggle growth”. Folks should never give up on this kind of talent - has the chance to be a special pitcher in the show for a very long time.
RH Wen Hui-Pan - 23 years old (24 on 9/19/26) - signed international free agent 1/15/23 - Hualien, Taiwan
2025 Stats : did not pitch in a game during the season instead worked at the complex with the rehab team recovering from Tommy John surgery undertaken in November of 2024.
2025 Notes : He continues to work his way back from surgery - possible mid to late 2026 season return to game action. When healthy he focuses on a three pitch mix, a fastball (96 to 100 mph), splitter and slider. Has an easy motion, starts in the stretch, one side step, a rock and fire delivery. The fastball has great life and movement and can dominated hitters. He features the splitter as his top secondary. Has a highly regarded skill set. He’s a big fella (6’3”) who has come a long way in his communication skills, always smiles when I see him - his interpreter is a good fella as well, a former baseball player himself. Pan had advanced to the High A level before the injury and likely picks up from there once he’s fully healed again.
RH Jose Pena Jr - 22 years old (23 on 7/8/26) - drafted in 6th round of the 2021 draft from Tampa Prep HS, FL
2025 Stats : began the year in Clearwater - 20 appearances (25.1 IP) posting a 0.71 ERA with 23 K’s and 7 walks, a 0.71 WHIP and a .129 BAA. Promoted to Jersey Shore on 6/24 - made 14 appearances (15.2 IP) recording a 2.87 ERA, 18 K’s, 6 walks. Overall appeared in 34 games (41 IP) with a 1.54 ERA. Had a 0.00 ERA in eight June appearances (10.1 IP) with a 0.77 WHIP and .118 BAA. Finished the season with four scoreless appearances (3.1 IP) and six strikeouts.
2025 Notes : I first met Jose when he was pitching on the backfields in the FCL - Is often used in inherited runners situations and more often than not leaves those runners stranded. He has a power curve/slider that is a swing and miss pitch - it is an out maker that compliments a 92-96 mph fastball. The PD pitching staff is very good at reinforcing the needed areas of work focus but it’s ultimately up to the players to embrace and deliver. I remember Jose often being frustrated as a teenager as to why he wasn’t being promoted (he spent three summers in the FCL) albeit the results didn’t warrant it at the time. He’s a highly energetic young man who wears his emotions on his sleeve. Our discussions were about how I saw big league talent in him but that he would need to be more dedicated, patient and willing to be coached for it to come out. A couple off-seasons ago he began to train in the Dominican with a personal trainer, the maturity that process helped deliver became more evident by this year’s results. He not only threw strikes this season but quality ones and handled the pressures of back end game situations. Great to see him developing the way that he has. Is Rule 5 eligible this off-season. Will likely have a chance in Spring Training to earn a roster spot with either Jersey Shore or Reading. Could blossom even further.
RH Adilson Peralta - 22 years old (23 on 6/17/26) - signed international free agent 11/16/21 - Moca, Dominican Republic
2025 Stats : made one appearance with the FCL Phillies (one scoreless inning) before being promoted to Clearwater on 5/6 - appeared in 28 games (51.1 IP) recording a 4-1 record with a 3.68 ERA, 48 K’s and 29 walks. Best month was May - 2.70 ERA in 8 games (10 IP) with a .156 BAA. Finished the regular season with a good month of August (8 games - 13.2 IP, 3.29 ERA) - pitched a scoreless inning in the 9/11 playoff game vs Lakeland.
2025 Notes : showed a fastball (92-95 mph),slider and change-up as deliveries. Was a starter in the Dominican Summer League his first two seasons - now pitches in a bulk relief role - went two or more innings in 15 of his appearances - big frame, lean build at 6’4” - decent velocity and movement - solid mechanics. Should compete for a Jersey Shore role in 2026 spring camp.
