12/7/22 : Rule 5 Draft



The Phillies were active in the Rule 5 Draft today, in particular the minor league phase.  They made one selection in the major league phase of the draft and chose seven players in the minor league portion.  They lost five players in the minor league portion of the draft.


Players selected in the major league portion of the draft must remain on the big league active roster for a full season however those chosen in the minor league portion of the draft can be placed at any level within the organization that chooses them.


Major League Draft :


The Phillies selected RHP Noah Song from the Red Sox. He hasn’t pitched professionally since 2019. He’s in the Navy and currently serving. He will not go on 40-man roster - instead he goes on the restricted list while he continues to serve. Whenever his professional career resumes, he would be subjected to the Rule 5 stipulations, meaning he’d have to spend an entire year on big-league roster.


Song is 25 years old and pitched for Navy - he graduated from the Academy in 2019.  He was selected in the 4th round of the 2019 draft and pitched in the now defunct New York Penn League that season showing dominant stuff - a 1.06 ERA in 7 games ( 17 IP ) with 19 K’s and 5 walks.  He’s a big arm pitcher who showed a fast ball that touched 98 mph and a plus curve.  The 6’4” right hander has applied to be a reservist to serve out his remaining military time.


He throws a fastball ( sits 93 to 96 mph ), slider ( 84-86 mph ), change-up ( 83-85 mph ) and curve ball ( 74-78 mph ) and at the time he was drafted was considered to have potential to develop into a major league starter.


Minor League Draft :


Each team is allowed to protect 38 players from the organization of those eligible for the draft, any players added via the draft must be added to the protected list upon selection - the Phillies protected 31 players entering the draft and chose seven players.


Five Phillies minor leaguers were chosen by other teams :


RHP Kyle Glogoski was chosen by the Reds - here’s my notes on Kyle - 23 years old - RHP - Birthdate : 1/6/99 - signed as an international free agent - 1/8/18 - Auckland, New Zealand - This Fan’s View - had an outstanding 2019 season recording a 1.98 ERA in 80 1/3 IP at Lakewood and Clearwater.  The lack of baseball activity thereafter hurt his development but he still broke 2021 spring camp as a member of the Reading rotation.  He went on the injured list on 6/12/21 with an elbow strain and didn’t return to action the balance of the summer.  Opened the 2022 season in extended spring training before joining Jersey Shore on May 24th - appeared in 16 games with the Blue Claws ( 12 starts ) and posted a 2.77 ERA in 65 IP with 75 K’s and 20 walks - 1.17 WHIP.  Finished the season in a high note with two strong starts ( 12 IP - 0.75 ERA -  5 H, 2 BB, 14 K’s ).  Is now pitching for the Auckland Tuatara in the Australian Baseball League.  Velo was down this year as compared to 2019 but Kyle knows how to pitch and read hitters - velo will pop back up with more innings under his belt.  The speed gun : fastball ( sits in a range of 87 to 91 mph - max 92 ), change up ( 78 to 81 mph ) and curve ( 72 to 77 mph ).


Shortstop Shervyn Newton was selected by the Royals - here’s my notes on him - he’s 23 years old and is from the Netherlands.  Newton was signed by the Mets in 2015 as an international free agent.  He’s a switch hitter who’s got the physical size of former Phillie Didi Gregorius.  Newton plays primarily shortstop and third base but has also seen action at first and second base.  He’s known as an aggressive hitter with power but numbers haven’t been good to date in his career for full season play.  As a fielder he makes the routine plays and is noted as having a strong arm.  He never got to play for the Phillies - was just signed on 11/23/22 as a free agent.


RHP Carlo Reyes was selected by the Dodgers - my notes on Carlo - 24 years old - RHP - Birthdate : 7/4/98 - signed as an international free agent - 10/8/18 - Boca Chica, Dominican Republic - This Fan’s View - pitched at two levels in 2022 ( Jersey Shore & Reading ) - 28 appearances - 6 starts - 3.54 ERA in 56 IP - 1.29 WHIP with 62 K’s and 19 walks - was really good with Jersey Shore - 2.84 ERA in 20 games - 44 1/3 IP with a 1.13 WHIP - 54 K’s and 13 walks - ended the season with the BlueClaws making four starts - the last game was his best - 5 shutout innings on September 7th allowing just one hit while striking out 8 batters - no walks.  Carlo pitched successfully at three levels in 2021 ( Clearwater, Jersey Shore & Reading ) compiling 60 innings in 35 games primarily as a reliever.  He posted a cumulative 2.40 ERA and 1.15 WHIP with 82 K’s and just 23 walks.  He’s a versatile performer who takes the baseball without question - has a four pitch mix and throws strikes - able to use all of his pitches in all counts.  The speed gun : fastball ( sits in a range of 90 to 93 mph - max 94 ), slider ( 83 to 86 mph ), change up ( 82 to 87 mph ) and curve ( 77 to 84 mph )


Outfielder Jefferson Encarnacion was selected by the Chicago Cubs - my notes -  21 years old - Birthdate : 8/28/01 - signed as an international free agent 9/12/17 - Bajos de Haina, Dominican Republic - This Fan’s View - promising looking player who unfortunately suffered a knee injury during 2021 extended spring training, had surgery shortly thereafter but it didn’t heal properly and he had to have surgery re-done. It’s been a long couple of years of rehab work for the otherwise happy go lucky young man.  He was back on the field in outfield drills and BP sessions during Fall Instructs and subsequent camp.  Has a powerful  build ( 6’2” ) and we remember good defensive mechanics and arm strength from 2021 - a left handed hitter with a power swing - has to build back full strength in his lower half to generate the full drive we saw before.  It’s been a long return process but seems on the verge of getting to game action - anxious to see how he performs.


RHP Manuel Urias was taken by the Astros - my notes - 21 years old - RHP - Birthdate : 3/8/01 - signed as an international free agent - 3/7/18 - Ahome, Sinaloa, Mexico - This Fan’s View - made three appearances with Clearwater last season ( May 25th to June 9th ) accumulating 4 2/3 innings ( 3 H, 1 BB, 7 K’s ) before being added to the FCL Phillies roster where he pitched in 11 games ( 7 starts ) posting a 4.23 ERA in 38 1/3 IP with 38 K’s and 9 walks.  Finished the season strong with 4 starts in August recording a 2.81 ERA over 16 IP with 18 K’s and 3 walks.  He is the ultimate strike thrower, a big fella at 6’6” - has an easy repeatable delivery and knows how to pitch - it’s just a steady approach and look - stuff isn’t overpowering but he commands the zone and reads hitters well.   Had stellar numbers in the DSL in his three seasons there ( 2018 to 2021 ) making 39 appearances ( 38 starts ) and recording a 1.75 ERA in 175 1/3 IP - has an outstanding 1.44 BB/9 career projection having allowed just 35 walks in 218 1/3 IP 😳.   He’s now pitching for Caneros de los Mochis in the Mexican Winter League.  The speed gun : fastball ( sits in a range of 87 to 91 mph - max 92 ), slider ( 78 to 81 mph ), change up ( 79 to 81 mph ), cutter ( 85 to 86 mph ) and curve ( 74 to 80 mph ).


The Phillies selected the following players :


Shortstop Pedro Martinez - Rays - 21 years old - from Venezuela - played at the low A level in 2022 - originally signed with the Cubs in the 2017-2018 international signing period.  Known for an outstanding attitude and a good balanced swing - he’s a switch hitter with noted bat to ball skills. Was traded to the Rays in 2020.  In 220 games in his career from the DSL to High A he’s posted a .343 OBP in 935 plate appearances with 27 doubles, 14 triples and 10 home runs - 78 stolen bases.


RHP Yoniel Ramirez - Giants - 21 years old -  from Dominican Republic - pitched in the Arizona Complex League and Low A level in 2022 - 4.11 ERA in 23 games ( all in relief ) - 30 2/3 IP with 42 K’s and 17 walks - has pitched in 66 games in his career - 107 2/3 IP with 104 K’s and 60 walks - 4.60 ERA.  He’s noted for a fastball that ticks up to 96 MPH with his fastball and has a nasty sweeping slider from a low 3/4 arm slot.


RHP Zach Lingenfelter - 25 years old - Angels - was Angels 9th round draft selection in 2019 from the University of Tennessee - pitched as a reliever at the AA level in 2022 - 24 games ( 31 2/3 IP ) - 6.54 ERA - 38 K’s - 20 walks - found a scouting report from 2080 baseball - “Built with a prototype power pitcher’s frame at 6’5’’ and 225 pounds, Linginfelter will sit in the 92-to-94 mph range and runs it up to the high-90s with heavy armside life. His breaking ball can be a quality pitch when he’s able to finish it correctly, though a noisy crossfire delivery and recoil effort through his release cause the consistency of his off-speed to waver at times. Armed with imposing size and raw stuff.”


INF Cameron Cannon - 25 years old - Red Sox - was Boston’s 2nd round draft selection in 2019 from the University of Arizona - played at the double and triple A level in 2022 after missing time from May to July with an oblique injury.  He’s posted a .251 batting average in 732 career AB’s in the minors with 50 doubles and 14 home runs.  His best position seems to be second base and is noted as an aggressive hitter who attacks fastballs in particular.


RHP Trey Cobb - 28 years old - Mets - was Mets 8th round draft selection in the 2017 draft from Oklahoma State.  He pitched in 31 games for AAA Syracuse in 2022 accumulating 50 2/3 IP - 5.33 ERA with 40 K’s and 24 walks - career 4.59 ERA in 192 IP.  He’s a  sinker-slider reliever - low-90s sinker and average slider.   


Catcher Cody Roberts - 26 years old - Orioles - was Baltimore’s 11th round draft selection in the 2018 draft from the University of North Carolina - played primarily for AA level Bowie in 2022 - .260 batting average and .336 OBP in 274 PA’s with 16 doubles and 7 home runs. Is a career .257 hitter in 755 minor league AB’s.  He’s known as an excellent defensive receiver with a plus throwing arm and has above-average athleticism and versatility.  He can also play first base and right field.


Infielder Oliver Dunn - 25 years old - Yankees - was Yankees 11th round draft selection in the 2019 draft from the University of Utah. Spent a good part of the 2022 season on the IL with a hamstring issue - played in 36 games - mostly at AA level Somerset - hit .288 in 80 AB’s with a .406 OBP - has a career .346 OBP in 548 plate appearances.  He’s known for his makeup and grinder mentality, has solid bat-to-ball skills and a short swing - He’s a plus runner, doesn’t have the strongest of arms -has played primarily second base but also has seen time at third base and left field.
