With Pitchers and Catchers slated to open ST camp on 2/17 ... just a month away from today here’s a general look at where the Phillies payroll stands as of this moment.
Note this is not an exercise in a Luxury Tax Cap estimation but rather actual anticipated cash payout ... it’s my belief that while the club is aware of the luxury tax i don’t believe that it’s the priority in setting the 2021 budget ... the priority has always been and remains the actual payroll cost.
2021 Forty man roster Salary Commitments to date - 15 players : $ 129.3 million
Includes : Harper, Wheeler, McCutchen, Segura, Nola, Bradley, Neris, Hoskins, Eflin, Kingery, Velasquez, Knapp, Alvarado, Hale and Dominguez.
2021 Retained Salary - Odubel Herrera : $ 10.3 million
Total Actual Commitments thus far : $ 139.6 million
Estimated Budget : $ 185 million
Estimated Balance Open : $ 45.4 million

2021 Major League Minimum Salary : $575,000
Minimum Pay for player on 40 man roster optioned to Minor Leagues : $ 46,000 for first year roster spot ... $90,000 thereafter
It’s anticipated that the Phillies will add a Catcher, Shortstop and likely a couple more Pitchers to the roster. That would bring the salary commitments to 19 players - 18 active - Seranthony Dominguez won’t play this year due to injury. ... leaving eight spots on the 26 man active roster to make at least the Major League minimum at a cost of $ 4.5 million dollars.
The remaining 14 roster spots for players optioned to the minor leagues but on the 40 man roster would cost approximately $ 2.5 million based upon prior histories of those players being activated at the major league minimum for portions of the season.

Player benefits expenses are generally estimated to be around $15 million ... this amount counts towards the luxury tax calculation.
