Billy Sullivan IV - RHP - University of Delaware has signed a free agent contract with the Phillies.
The 2017 graduate of St. Marks High School and Newark, DE native is 6’2” 195. He had previously been drafted by the Phillies in the 28th round but did not sign.
His career record at Delaware is 7-5 in 16 appearances (77.1 IP ) with a 3.46 ERA. Billy missed the entire 2019 season due to Tommy John surgery and did not see game action in 2020 before the season was shut down.
