The MLB limit for minor league stateside rosters was capped at 180 players for this season. It does not include players who are listed on the 60 day IL but does include those listed on the 7 day IL along with the development list.
By my count the Phillies are currently at 169 stateside players who count against the 180 limit. Here’s a breakdown …

The Florida Complex League ( FCL ) begins play on Monday, June 28th … here’s the initial roster that I am aware of - solely based on whom I’ve seen in person and those I haven’t but are listed on the FCL roster … there are no roster limitations on the FCL teams … just can’t go over the 180 overall limit.
I have a roster count of 35 … that brings the US based total to 169. Leaves some wiggle room for the upcoming draft.
