Rule 55 for minor league free agency declaration stands this fall even though there was no season played in 2020, the year will count as a completed season. Rule 55 states that “an unsigned minor league player is automatically declared a free-agent at 5 PM (Eastern) on the 5th day after the final game of the World Series if the player has spent all or any part of at least seven separate seasons on a minor league roster.”
Here is the list for the Phillies this year that I believe the Rule 55 applies to ... this is assuming that they have not re-signed a contract.
C Christian Bethancourt - signed 1/2/20 - he impressed in big league spring training but wasn’t added to the Alternate Training Camp roster after the season resumed. He is 29 years old.
OF Mike Mahtook - signed 12/20/19 - was a full time participant in both Spring Training and the Alternate Training Camp. He is 30 years old.
OF Nick Martini - was claimed off waivers from Reds on 1/14/20 and participated in big league spring training ... he was designated and assigned to Lehigh Valley on 2/21/20, he was a full time participant in the Alternate Camp training this summer. Nick is 30 years old.
RHP Gustavo Armas - signed 7/9/13 - began play in 2014. He has a 14-17 career record with a 3.64 ERA in 78 games ( 314 IP ). He’s now 24 years old.
RHP Alejandro Requena - signed 9/5/13 ( Rockies ) - began play in 2014. He has a 28-30 career record with a 3.94 ERA in 98 games ( 84 starts ) with 477.2 IP. He’s now 23 years old.
INF Jose Antequera - signed 4/14/14 - began play in 2014. He’s played in 319 games and has a .244 batting average in 998 AB’s. Jose is 25 years old.
INF Jose Gomez - signed 7/2/13 ( Rockies ) - began play in 2014. He’s played in 512 games and has a .286 batting average in 1,841 AB’s. Jose is 23 years old.
INF Grenny Cumana - signed 3/10/13 - began play in 2013. Re-signed with Phillies prior to 2019 as a free agent. He’s played in 488 games and has a .265 batting average in 1,644 AB’s. Grenny is 24 years old.
