I’ve entitled this series “Annual Phillies Minor League Player Notes” and will break down the presentations into defensive categories. I intend to offer notes on every player I watched perform this past season that finished the 2022 season with the organization.
The initial set of articles was on catchers - we chatted about 18 receivers and posted three articles. The next group was on Infielders - we chronicled 40 different players broken down into five postings. The third series of articles ( a total of five ) were on 36 outfielders. So we continue - the seventeenth article in the series on pitchers ⚾️🤓.

Matt Seelinger - 27 years old - RHP - Birthdate : 4/19/95 - selected in minor league rule 5 draft from Giants - 12/8/21 - This Fan’s View - had a very solid 2022 season - was a workhorse - appeared in 45 games ( 62 1/3 IP ) for Reading and posted a 3.47 ERA with 75 K’s and 35 walks - was promoted to Lehigh Valley on 9/20 and pitched in 2 games with them - 2 1/3 scoreless innings with 4 K’s and 2 walks. Has a somewhat unique delivery where he gets really low to deliver his pitches ending with the ball release coming from his arm extended high over the top - George Youngs Jr got a good photo of it which I’ll share below. Matt features a fastball and hard breaking curve that he refers to as a “knuckle drop”. He primarily relies on those two pitches however will occasionally throw a changeup and worked on a cutter this season that he also utilized. The speed gun : fastball ( sits in a range of 92 to 95 mph - max 95 ), knuckle drop ( 80 to 81 mph ), change up ( 85 to 87 mph ) and cutter ( 88 to 89 mph ). 2023 Projection - might be a non roster invite to big league camp - a return to Lehigh Valley out of spring camp is likely with a chance to pitch his way to the show.
Enrique Segura - 17 years old - RHP - Birthdate : 12/19/04 - signed as an international free agent 1/15/22 - San Pedro de Macoris, Dominican Republic - This Fan’s View - he is long and lanky and has been consistently in the mid nineties range with the heater - also has a slider and developing change up in the arsenal. He pitches with a lot of energy and looks like he has fun playing the game - to me that’s important. I was able to watch him on live stream quite a few times this season pitching for the DSL Phillies Red team where he posted a 5-1 record with a 2.32 ERA in 13 games ( 42 2/3 IP ). Has a projection to add even more velocity with added weight and strength - he already has really good life on his pitches and is consistently down in the zone - seems to throw a heavy ball that is hard to lift. There’s real excitement on what his future holds. The speed gun : fastball ( sits in a range of 92 to 94 mph - max 95 ), slider ( 79 to 82 mph ) curve ( 77 mph ) and change up ( 84 to 87 mph ). 2023 Projection - will be just 18 the entire 2023 season - could spend another year of development in the DSL.
Eduar Segovia - 21 years old - RHP - Birthdate : 1/10/01 - signed as an international free agent - 5/9/18 - Valencia, Venezuela - This Fan’s View - he last pitched in a game on 8/19/21 as a member of the Clearwater Threshers during which he suffered a shoulder injury. Subsequent surgery and rehab efforts have brought Eduar to a point where he just completed his last round of live BP sessions this October. A slight alteration in his arm slot ( a bit lower ) has introduced a cross fire delivery where we were quite impressed with the way the ball comes out of his hand. Was a dominant pitcher when we first saw him in the Gulf Coast League in 2019 - we see that capability again now - velo and movement are back and we think both have actually improved. Am eager to see how he continues to progress - we think that 2023 is going to be a breakout season once he’s physically ready for a full season assignment. The speed gun : fastball ( sits in a range of 92 to 95 mph - max 96 ), slider ( 80 to 85 mph ) curve ( 80 to 81 mph ) and change up ( 81 to 86 mph). . 2023 Projection - appears ready to go - we really like his chances to move up the ladder - an opening day assignment with Jersey Shore seems within reach
Ryan Sherriff - 32 years old - LHP - Birthdate : 5/25/90 - claimed off waivers from Rays - 11/5/21 - This Fan’s View - spent the majority of the early season in Clearwater rehabbing a shoulder strain - made two appearances with Clearwater on June 9th & 11th - then one with Reading on June 14th - an inning in each appearance. First pitched for Lehigh Valley in July 3rd and made 11 appearances ( 11 1/3 IP ) posting a 3.18 ERA with 12 K’s and 6 walks. Throws a heavy sinker - described to me by a player that it was akin to trying to catch a bowling ball 😳. Was placed back on the IL in August - all eleven of his appearances with the Iron Pigs came in July. The speed gun : fastball/sinker ( sits in a range of 90 to 92 mph - max 93 ), slider ( 80 to 82 mph ) and change up ( 82 to 85 mph ) - 2023 Projection - elected minor league free agency
Noah Skirrow - 24 years old - RHP - Birthdate : 7/21/98 - signed as an un-drafted free agent - 6/16/20 - Liberty University - This Fan’s View - Fastball ticked up this year to college reads ( before TJ surgery ) at or near the mid nineties - gets big break on both slider and curve ball - vertical movement. Quietly had a solid season - made 25 starts total -primarily with Reading - was promoted to Lehigh Valley on 9/5 and he made 4 starts there - 21 IP - 3.00 ERA - 18 K’s, 9 walks. Made 21 starts for Reading ( 98 2/3 IP - 4.65 ERA - 115 K’s - 32 walks ). He led the minor league portion of the organization with 119 2/3 IP. Noah is a great competitor - will generally throw strikes and challenge hitters. He had a strong month of April - 2.63 ERA in 3 starts - 13 2/3 IP - 19 K’s - 2 walks and as previously noted finished strong in September. The speed gun : fastball ( sits in a range of 91 to 95 mph - max 96 ), slider ( 85 to 89 mph ), change up ( 84 to 86 mph ) and curve ( 75 to 80 mph ). 2023 Projection - should be in the mix for a Lehigh Valley rotation spot - would like to see him get some innings in big league spring training.
Christopher Soriano - 21 years old - LHP - Birthdate : 9/17/01 - signed as an international free agent - 2/11/19 - San Gregorio de Nigua, Dominican Republic - This Fan’s View - we first saw Christopher in 2020 Fall Instructs - this year he pitched in the FCL for a second year - 16 appearances - 23 1/3 IP - 4.63 ERA - 20 K’s - 16 walks - a .195 batting average against. When he throws strikes he’s difficult to hit - last two outings of the season provided a positive outlook - 3 1/3 scoreless frames - 2 K’s. Has a four pitch mix, good mechanics and a quick arm - needs experience and repetition. The speed gun : fastball ( sits in a range of 87 to 92 mph - max 93 ), slider ( 79 to 86 mph ), change up ( 83 to 87 mph ) and curve ( 74 to 81 mph ). 2023 Projection - should be in the mix for a Clearwater roster spot in spring camp.
